Infected Hemipenis in Anolis sagrei?

I recently found this adult male Cuban brown anole (Anolis sagrei) in Miami, FL.

He isn’t in particularly good shape by the looks of it! Can anyone shed any light on what might have happened?

Not that it matters to the problem, but this is an A.cristatellus.
It could be an infected hemipenis perhaps. Or just a topical infection or reaction to some parasite.
